Your survey can be created in whichever base language is required, we do not automatically translate surveys based on location/language.
Our language feature allows you to create a post-purchase survey for each language that you support at checkout.
Languages can be assigned to post-purchase surveys via the Manage Visibility section within the survey editor:

Distributing surveys in different languages
Our on-site survey pages feature might be another effective method for distributing your surveys through email automation to customers who are already segmented according to their language preferences. You can create one on-site survey per language, therefore you would use a different on-site survey url for each segment.
