Your survey can be created in whichever base language is required, however, automatic translation based on location is not currently supported.
What Grapevine Surveys does have is a language feature that allows you to create a post-purchase survey for each language that you support at checkout.
Languages can be assigned to post-purchase surveys via the Manage Visibility section:

Our on-site survey pages feature might be another effective method for distributing your surveys through email automation to customers who are already segmented according to their language preferences. You can create one survey per language.
